gr-diff-view: Set --sidebar-top to pin sidebar below sticky header

Configure --sidebar-top in gr-diff-view so that
gr-content-with-sidebar's sticky sidebar starts immediately below the
sticky header. This prevents the sidebar panel from scrolling along with
the diff table when the diff is scrolled.
