A11y: Support expandable states of QAccessible

PopupWindow: prioritize explicitly set width/height values

Explicit bindings on width and height, aka:
```
Popup {
    width: 500
    height: 500
}
```
should take priority over the implicit size that's derived from the
first child Item's size.

For popups where the popupType is Popup.Window, the popup window would
react to changes in the first child's implicit size with equal priority
to its own explicitly given size. This made it difficult to control the
size of popup windows, and lead to surprising bugs.

Fix it by skipping setWidth()/setHeight() in
implicitWidthChanged()/implicitHeightChanged() if the hasWidth/hasHeight
flag is set.

QQuickWidgetOffscreenWindow: guard accessibleRoot with QT_CONFIG
