QOCICols: replace 64KiB stack array with heap allocation

This function ran afoul of the attempt to compile Qt code using
-Wframe-larger-than=20KiB, so fix by allocating the buffer on the heap
instead.

As a drive-by, save that extra allocation N-fold by rewriting the use
of the buffer in QStringBuilder terms, using QStringView and
QByteArrayView, and drop one unneeded reinterpret_cast.

Amends the start of the public history.
