Qt Widgets Designer: Add a local socket client option taking a server name

[ChangeLog][Qt Widgets Designer] In addition to the existing TCP client
option allowing to remotely open .ui files, a local socket client option
taking a server name has been added.

Qt Widgets Designer: Mark as security-significant

This excludes the shared sources rcc.cpp/_p.h which originate
from the rcc tool in qtbase.

A few risks were identified, but none of them justifies
a higher level. Use default.
