doc: Cross-link library convenience items with their tutorials

DynamicLibrary, StaticLibrary, and ObjectLibrary never pointed readers
to the tutorial chapters that demonstrate them. Add \sa links in both
directions, note ObjectLibrary as an alternative to StaticLibrary when
packaging isn't needed, and give ObjectLibrary its missing \since tag.
