QDnsLookup/Android: add missing ChangeLog entry

The entry was forgotten in 185e70dbebd09ccb472690b5bb09ce263261bb8d.

[ChangeLog][QtNetwork][QDnsLookup] QDnsLookup is now implemented on
Android, using the platform's DnsResolver. It requires Android 10 (API
level 29); isProtocolSupported() reports whether it is available.
