"cherry-pick" from #214047: [NFC][VPlan] Extract BTC-related test into `vplan-based-stride-mv-btc.ll`

...and add RUN lines with scalable vectors there.

Keep the `vplan-based-stride-mv-btc.ll` with RUN lines before the current PR -
to be updated in a separate commit.
