wasm: honor the start-suspended contract in the Web Audio sink

QRtAudioEngine starts its sink and suspends it immediately, before the
AudioWorklet module has finished loading asynchronously. Both guards
rejected any call made before the worklet was connected, so that initial
suspend was dropped and the sink started playing regardless.

Drop the m_running check from suspend() and resume(), and report the
state the sink actually ended up in once the worklet connects, instead
of unconditionally announcing ActiveState.

DRM: clean up DRM functionality

* unify DRM code fourcc codes into a DRMFormat enum class for improved
type safety
* unify ffmpeg and gstreamer codes
* modify dmaBufFourccFromPixelFormat to return span
* modify fourccFromGstVideoFormat to return optional<DRMFormat>

FFmpeg: vaapi cleanups
