Merge main into the record member kind CIRGen branch

Main has moved 711 commits and the mandatory member kind list landed with it in
#215174, squashed as 16ca9a2e1a5b, so most of what this branch used to add
arrived ahead of it.  The `addField` funnel, the `pad` marks and
`MemberInfo::memberKind` all belong to main now, and this branch keeps only the
`empty` marks and the two AST predicates that decide them.

[CIR] Address reviewer feedback

The comments on isEmptyFieldForABI and isEmptyRecordForABI were too verbose.  Adapt the comments on classic's isEmptyField and isEmptyRecord.

Add flexible array member tests.
