branch_qt.py: bump QT_VERSION in meta-qt6 layer.conf

Add a bumper entry for repo_name == 'meta-qt6' so 'branch_qt.py -m bump'
also updates QT_VERSION in conf/layer.conf, matching the existing
per-repo bumpers for qtbase/qtdeclarative/qtnetworkauth.
