Utils: Fix misplaced tool tips on macOS

Expandable build issues on the issues pane displayed their tool
tips centered on screen or even worse off on macOS.
Take the real size of the tool tip into account.
Amends 767b41f80fde96189234ade6f5efa26c620187da.
