Add characteristic if CCCD value cannot be read

Add the characteristic UUID to mIndicateChars as soon as its Client
Characteristic Configuration descriptor is found.

Previously, the characteristic was added only after attempting to read
the descriptor value. If reading the descriptor failed, the
characteristic was not added to mIndicateChars. As a result, value
changes from the characteristic were not handled and data could not be
read from the device.

Registering the characteristic before reading the descriptor allows
value changes to be handled even when reading the descriptor value
fails.
