coin: Keep only yocto master on CI

SPDX license expression requirements for recipes in yocto master are
incompatible with older yocto branches.

libarchive: drop --without-cng for the mingw SDK

meta-mingw appends --without-cng for mingw32. libarchive 3.8.8 removed the
WinCrypt fallback that supplied Digest_CTX when HAVE_BCRYPT_H is undefined,
while CRYPTO_CHECK_WIN still selects the ARCHIVE_CRYPTO_*_WIN code paths, so
nativesdk-libarchive no longer compiles for the mingw SDK:

  archive_digest_private.h:187:9: error: unknown type name 'Digest_CTX'
  archive_digest.c:192:32: error: 'BCRYPT_MD5_ALGORITHM' undeclared

Removing the flag lets the bcrypt.h configure check run again, which defines
HAVE_BCRYPT_H and adds -lbcrypt. Nothing is lost: since 3.8.8 archive_util.c
calls BCryptGenRandom() with no HAVE_BCRYPT_H guard, so the flag can no
longer avoid the bcrypt dependency, only the -lbcrypt that satisfies it.
mingw-w64 ships bcrypt.h, so the check passes.

Not a meta-mingw regression - that flag has been there unchanged since 2018.
It surfaced now because the mingw CI target moved from scarthgap to yocto
master, where libarchive is 3.8.9.

recipes: update LICENSE to SPDX Expression syntax

Converted to new syntax by running openembedded-core/scripts/contrib/convert-spdx-licenses.py
on the layer. Conversion issue:

"ERROR:51: Invalid expression for parentheses
The-Qt-Company-Commercial  OR  (GPL-3.0-only  AND  Qt-GPL-exception-1.0)
                                                   ^^^^^^^^^^^^^^^^^^^^"

resolved by manually adjusting "(GPL-3.0-only & Qt-GPL-exception-1.0)"
to "(GPL-3.0-only WITH Qt-GPL-exception-1.0)" where applicable.

libuv: Fix mingw SDK build with GCC 16

libuv 1.52.1 made uv_cpu_info_s.model const without updating
src/win/util.c, which takes the address of that field. GCC 14 and newer
treat the resulting type mismatch as an error, so nativesdk-libuv fails
to compile for the mingw SDK.

Backport the upstream fix, which is not in any release yet. Only the
Windows backend is affected, so apply it for mingw32 only.
