The bane of my existence macro `AM_PROG_LIBTOOL'

I still am running into this

aclocal: configure.in: : macro `AM_PROG_LIBTOOL' not found in library
make: *** [cvs] Error 1

I am at a loss...I have instaled all of the necessary KDE support, I 
have patched ~/arts/admin and copied that over to ~/kdekiosk and this 
is still the result...I must be missing an SDK or something simple.
