I have my QTDIR set correctly.  After compiling kde4 stuff on my x86 desktop, 
I realized that it does in fact need uic3, to compile designer files built 
with designer from Qt3.  

So I am going to take the error message at its word, and upgrade Qt3.2.3 to 
Qt3.3.3.  I'll let you know if that solves it...
