Here's maybe a better explanation of how and why I think the Virtual Desktop 
Pager should be shown:

When a new user starts the system he will surely have no idea of what the 
little boxes with "1" and "2" on them are about, and when he clicks on them 
nothing will happen... hmmm.

But When he opens some applications he'll notice that the little box with "1" 
changes. If he clicks on "2" now he should be on a completely empty desktop. 
No windows, nothing in the taskbar (that's important I think).
So he'll switch back to "1" and see that his windows are still there... et 
voila: Most user should have understood the idea of virtual desktops without 
any documentation or advice whatsoever.
Personally I don't think it's confusing. It can be if the taskbar does not 
change I have seen, but otherwise :)
I think it's just important to have only two, because four could be too much.
