serviceconfig.py uses 'chkconfig' to turn services on/off. I have a feeling 
that it is part of the Linux Standard Base spec.

Before you go too far have a good look at http://knetworkconf.sourceforge.net/ 
first. Perhaps it is already good enough. (It already runs on Debian). The 
author has plans to turn it into a kcontrol module, but I don't know what 
kind of timetable we could expect (like always ;-) )

I imagine that you will want kalternatives turned into a KControl module too. 
Right now I'm busy making the changes to get serviceconfig.py and friends 
running happily in kcontrol. Once that is kind of working ok I'll put a 
tarball up on the web.
