Yes, here are some notes for improving:

You should read and follow the Debian KDE packaging guidelines in
/usr/share/doc/kdelibs4-dev/Packaging.txt.gz.  That way, the docs
would be installed in the correct location,

/usr/lib/kde3/Configuration/KDE/Network/knetworkconf.desktop is in
an entirely wrong location.  /usr/share/applnk is what you need iirc

I tend to like it, what can be improved imho is:

1 move to kcontrol
2 remove the splash startup screen
3 give a non-root user an indication as to why he can't change
  anything, and add a "root-mode" button
4 an 'add interface' button perhaps ?
5 a lot of tooltips contain the text "Change th TCP/IP settings".
  Guess what's missing ;)

Otherwise, I think it's a nice program, and worth a place in
Debian or perhaps even KDE upstream.
