They indeed redesigned and redeveloped everything from Scratch.  _Nothing_ 
from Y1 (C++) got transfered to Y2.

Why? Did you ask SUSE?

Maybe you should first look at the language, ask SUSE and then start to

Webmin is an absolute nightmare technically and especially from a security 
point of view.
