Well, the goal os that non-KDE apps (OOo, xmms, gimp, Mozilla, ...) feel 
better on the KDE desktop. I'd really like to have more time to work on 
this...

IMO we should start with achievable goals. Creating a set of distributions 
tailored for home/SOHO/enterprise sin't currently realistic IMO.
Realistic things are IMHO:
-create metapackages for UserLinux to replace Gnome with KDE
-create a live CD which shows the newest KDE stuff with optimal KDE 
integration
-work together with the other debain based distros and help them with KDE: 
SkoleLinux, Knoppix, Debian, ...
