debuild -sa always?

with debuild! If your revision is not -1, build with debuild -sa to make
sure that your upload will contain the source. 
...

I assume this refers just to the first upload of source x.y, right?

Maybe rephrase, like this?
... If the first upload of the upstream software x.y to kalyxo has not
the revision -1, ...
