qtatspi is moving

Hi,
in order to enable translations and for general awesomeness I moved 
qt-at-spi to kde infrastructure.
Next to translations that means we get a sensible bug tracker also.

There is now a qtatspi product on bugs.kde.org, so please use 
bugs.kde.org for bugs from now on.

If someone feels like hacking on it for a few minutes, I created a cmake 
branch which should enable a build with cmake instead of qmake. Please test.
In addition to that the next thing needed is adding the message.sh 
script and a static KCatalogLoader to get us started with i18n. If you 
want to try and need help getting started, I'm happy to help.
