When orca installs, it installs dependencies otherwise known as the
accessibility stack.  Probably the best way to install kde-plasma on a
machine would be a  new install.  A proper question is if orca is
installed after kde-plasma is installed how nicely will the accessibility
stack and kde-plasma play once in operation?
