A good idea is to had borrow on monopoly games:

add these in game config file or dynamic
configuration when start new games:

- borrow (disable / enable)
    can enable or disable borrow

- borrow max (0 -> 400000)
    maximum borrow can be requested

- borrow step (0 -> 50000)
    how much money can be obteined per borrow

- interest rate (0 -> 20)
    set the rate of how much player do pay when has turn;
    please note that borrow can't be soustracted, just pay
    X percent of borrow....
