[Bug 52578] player can bid in auction when it was bankrupted

I believe I know what happens here. The chance card to give all players $50 also
gives $50 to bankrupt players. While they remain bankrupt, they do have money,
so they can bid again.
At least that is what I expect, I just happened to get a situation like this.
