When one is in debt, one can usually exchange his property for his debt to be consolidated. But if the person who is owed money doesn't have enough money, this scenario is not possible. The person can't raise enough money to pay his debt because he has nobody to sell it to, yet it has value.
When one is in debt, an entry should be added to estate and money called "consolidate debt" which would then cancel the debt one has with an opponent.
