[Bug 54511] atlantik: very dangerous misplaced "New Game" button and other button weirdness

Fixed the last bug related to the "New Game" buttons. When the first player left,
monopd bankrupted him again, ending the game again. Updated rotterdam
server.
If you can still reproduce the other buttons bugs, please let me know how so I can
find the logic leading up to it much easier.. worked for these ones. ;)
