./configure problems with kdelibs on kde3.0.x

Running Mandrake 9.0 with usual kde (not upgraded to 3.1), with kdelibs
installed (ver. 3.0.3-30.1) which is also installed from the usual mandrake
disks. 

However, when I run ./configure, I get a report that kdelibs needs to be
installed. (checking for KDE... libraries /usr/lib, headers /usr/include
checking if UIC has KDE plugins available... configure: error: not found -
you need to install kdelibs first.)

config.log shows: 
configure:22829: /usr/local/qt3/bin/uic -L
/usr/lib/kde3/plugins/designer -nounload -impl actest.h actest.ui >
actest.cpp configure:22832: $? = 0
configure:22847: error: not found - you need to install kdelibs first.

It seems to want an actest.cpp file, which doesn't appear on my machine.
