I think I'd like to implement this the following way: debts can be traded. The 
receiving player (or any other!) could say "I'll take the debt" and when the trade 
resolves, so will the debt, as debts to oneself will automatically fizzle. 
 
I prefer to keep it in the Player gives Player list, so we'd have to come up with a 
good descriptive name. Consolidation might fit, though. :)
