While investigating the issue, I noticed another problem.

I closed Kleopatra and then uninstalled Gpg4win. The uninstaller completed
successfully without any warning or error message.

Afterwards, I noticed that the installation directory still existed and could
not be deleted (using "rd /s") because the following processes were still
running:

- gpg-agent.exe
- dirmngr.exe
- keyboxd.exe

I had not started these processes manually.

After terminating them with

taskkill /f /im gpg-agent.exe
taskkill /f /im dirmngr.exe
taskkill /f /im keyboxd.exe

I was able to delete the remaining installation directory.

In my opinion, the installer and uninstaller should check whether these
background processes are still running. Currently, they report a successful
installation/uninstallation without any warning or error, even though files
remain in use by these processes.
