If you zoom into the clip you just shortened, you'll see that in the timeli= ne ruler there is a thin white line to the right of the playhead triangle. This indicates the frame the project monitor is displaying. Since you shortened = the clip by snapping the clip's edge to the playhead, the frame being displayed= is the one where the playhead sits on at the line between the frame to the left and the frame to the right of the playhead. This is most likely a remnant from the days when cutting was the process of physically cutting the filmstrips. You had to decide to cut before or after= the frame you are looking at.
