This looks similar to bug 520808, which affected middle mouse scroll being
limited to one axis. Your bug isn't with libinput, since the events are bei=
ng
picked up. It may be with kwin / Wayland, the application, or a settings
conflict.

You can uncheck this setting in your mouse settings and see if it fixes the
problem:
'Hold down middle mouse button and move mouse to scroll'

Let us know if that fixes things.
