I can confirm that syncing the settings does not sync ~/.config/plasma-localerc
to /var/lib/plasmalogin/.config/plasma-localerc.

That's an issue we can fix on the plasmalogin side; let's track it here.

We should also figure out why the locale isn't set properly after initial setup
on KDE Linux. For that, let's follow up in
https://invent.kde.org/kde-linux/kde-linux/-/work_items/740.
