The issue with the panel is likely just the Qt bug you mentioned before. And I
can't tell if it's KWin or Plasmashell that's using high rendering; there
doesn't seem to be a way to tell what process is doing the most rendering on
these old CPUs. intel_gpu_top only shows the main render usage.
