I'm skeptical about that conclusion.

On my system:
/etc/locale.conf
LANG=en_US.UTF-8
/var/lib/plasmalogin/.config/plasma-localerc
[Formats]
LANG=en_US.UTF-8

So both are set and they are the same. I have not changed /etc/locale.conf in
years. 
Still, my keyboard settings are not respected, it should load layout de in
variant neo, but it does not.

I think it might be somewhat of an improvement, because now it seems to load
the de layout, but skips the variant, but either way it still doesn't load the
keyboard settings correctly. (kwin does that properly afterwards)
