In the window titlebar right-click context menu, "Keep Below Others" appears
nested inside the "More Actions" submenu, while "Keep Above Others" appears as
a top-level item in the main menu. These two options are functional opposites
of each other and should logically sit at the same menu level for consistency
and discoverability.
# Steps to reproduce
Right-click a window's titlebar to open the window context menu
Note the position of "Keep Above Others"
Open the "More Actions" submenu and note the position of "Keep Below Others"
# Observed result
The two related toggle options are split across different menu levels.
# Expected result
"Keep Above Others" and "Keep Below Others" should both appear at the same menu
level (preferably both inside "More Actions") for a consistent, predictable
menu.
