I'd like to confirm I have this exact same issue on a device I recently
upstreamed to mainline Linux:

Specifically, the device has identical touchscreens that are only
differentiated by the i2c bus on which they are located. Since the device name,
product ID and vendor ID are identical the file kcminputrc only lists one of
them and I cannot map it to the correct display permanently (because the
reference could refer to either touch controller).
