More easily reproduced.

There seems to be an easier way to reproduce this issue. The last line does not
have to be half visible at all. Scroll to the bottom of the text, and then from
the end of the text, drag  slowly to the beginning of the line right above
(from the screen recording, I tried to select from the end of line 17 to the
start of line 15). The viewport scrolls up automatically.
