Meanwhile we have been able to confirm to problem. See https://dev.gnupg.org/T8399 for progress. As workaround for the problem you can add the line compatibility-flags no-partial-file-guard to the file %APPDATA%/gnupg/gpg.conf . If the file doesn't exist then create it.
