Seems like the same amount of effort (click, close > window vs. right-click, click menu entry for "Mark as not newly installed"). Perhaps it's the same number of clicks, but it can feel quite significant to the user. Having to launch a program just to clear the badge feels clunky even if it takes the same number of steps. It means reaching for a button in a different place, and possibly waiting a few moments for it to start up if it's a bigger application. And all that aside, even if the time taken and effort expended were exactly the same, there is a semantic difference and launching a program just to immediately close it feels like a waste. Also, what if you install multiple apps at once and want to remove the badge from all of them? Having a single option to clear the badges would be less effort for the user than manually launching and closing each one. Dismissing a quality-of-life feature for having a seemingly narrow use case seems a bit shortsighted. Just because you wouldn't use it doesn't mean other people wouldn't.
