In case my earlier posts weren't clear, my Neon system is working and updating
normally now.  The Pulseaudio Volume Control is the only application that shows
up in a Discover search for pulseaudio in installed software. 

So for me at least, the Pulseaudio Volume control isn't causing any problems. 
I think the bad apple might be conflict between other pulseaudo applications
and Pipewire.
