I can confirm that hierarchical tags (TagsList, Subject, CatalogSets, …) are
written in files metadata and that in Settings, Xmp.digiKam.TagsList is at the
top of the read metadata list. 
Also, Digikam doesn't fail to read metadata: this bug report is about bogus
batch metadata write operations.
