I would have thought so too if I hadn't just discovered that the default build
configs at
https://invent.kde.org/sysadmin/repo-metadata/-/blob/master/build-configs/ do
not build basically anything beyond frameworks and plasma ~ the system projects
aren't built.

So the result was that system dolphin was trying to run with the custom
environment, which just broke. So, I have added the project directories that
matter, and am now rebuilding...

It's just a miracle stuff didn't really break until recently.

Well, sometimes, it's just good old PEBKAC (with a bit of confusing defaults
that used to be sane) :D
