We might be talking at cross-purposes. If you want to manually change the order
of the images, you need to select one of the two options at the very bottom of
the sorting menu.

If the issue is that the image order doesn't change when you select sorting by
name or date, that is perfectly normal behavior based on the images' names and
date information.
