I'd also like to see a possibiliy to switch off. I only use KDE Connect to
control music/video/presentation playback (great feature!) remotely, so there
is no need to have it running constantly. The persistant note in my android
start screen is a bit annoying, too. 

To save battery life and to remove the persistant notification on the screen, I
use this workaround which I would like to share here:
1. Open "Settings"
2 Search for "KDE"
3 Open the "KDE Connect" app info page
4 Force quit of the app

My suggestion: add the option "Exit" in the main menu of KDE connect below
"Settings" and "About".
