The problem might be related to "hamburger_menu" being an action defined in sessionui.rc, so belonging to the SessionController KXMLGUIClient. And the main toolbar belongs to the konsole shell KXMLGUIClient, which is created before, so on startup when processing the config of the shell such action is not yet known, thus the toolbar created without the action. Only once later, when KEditToolBar operates on the existing instances, one can for the rest of the session trigger the appearance with the main tool bar.
