Can't reproduce on KDE Linux; the `kiconfinder6` command you references does
the right thing for me too: 

> $ kiconfinder6 orca                        
> /usr/share/icons/hicolor/48x48/apps/orca.png

I think the root-cause analysis is incorrect.

Let us know if you figure out the real root cause and it's a problem somewhere
in KDE code!
