I notice all affected users are on Fedora KDE 44.

For everyone affected, can you see if it helps to apply the change detailed in
https://discussion.fedoraproject.org/t/airplay-audio-outputs-discovery-enabled-by-default/166328/3
and reboot?

If it does, then the problem is a PulseAudio or PipeWire module that's on by
default those job is to un-mute the system when a new audio device appears, and
new audio devices appear as a result of AirPlay/RAOP devices on the network
