So here's what we concluded in our one-on-one debugging:

1. When a new audio device appears, it won't be muted, and this breaks the
global mute state by unmuting it.
2. With PulseAudio's RAOP module, transient AirPlay or other RAOP-compatible
devices will be randomly appearing and disappearing on the network all the
time.
3. The combination of these two means that when one such device comes online,
it terminates the global mute, triggering the bug.

Armed with this information I can trivially reproduce the issue by connecting a
local audio device while the system is muted; after connection, it instantly
un-mutes. So it's not RAOP-specific.

I think we need to make mute be a persistent thing, and not get turned off when
a new unmuted audio device appears
