Indeed, these use the PlasmaCore.ToolTipArea component. And you're right, it
does have larger margins than how we style the upstream QtQuick tooltip.

We use this component because it offers features that we want which are being
used here: the ability to show an icon, and to have a subtitle that uses a
visually de-emphasized text style.

Therefore, the use of PlasmaCore.ToolTipArea appears to be intentional and
appropriate for the use case. The question then is whether it makes sense for
PlasmaCore.ToolTipArea to have larger margins than standard tooltips.

Here too I think the answer is yes, because of the richer content and
expectation that the tooltip may have a lot more in it.

Thus, I think we have to conclude that the visual difference is intentional. If
anything, maybe the standard tooltips should have a bit more internal padding
so they don't seem to squished.
